(57) A special cement manufacturing method for setting a soil and a mud-sand-soil mixture, the method comprising: determining an additive according to chemical contents of a soil and a mud-sand-soil mixture, and compounding the additive according to chemical ingredients of available raw materials of a local cement factory; pulverizing the additive and the available raw materials of the cement factory at the ratios of 1-10 % and 90-99 %, respectively to reach a uniform state, then compounding, in the cement factory, the raw materials of the cement factory with local building materials, and grinding the compounded raw materials by means of a cement mill to reach cement fineness, such that the final product is ready for delivery; and employing an engineering test method to find proportions of the soil and mud-sand-soil mixture to meet an engineering strength requirement, thus producing a special cement.
