(57) The invention discloses a system and process for drying chlorine-containing powder dechlorination filter residues through low-temperature waste gas in a kiln head, and the system comprises a chlorine-containing powder dechlorination filter residue treatment system, a kiln head heat supply system, a dust collection system, a conveying system and a signal control system. Original abandoned kiln head low-temperature flue gas is fully utilized, part of mediumtemperature flue gas is properly doped according to needs to achieve effective drying of chlorine-containing powder dechlorination filter residues, compared with the prior art, the lowest energy consumption is really achieved, meanwhile, the waste heat power generation capacity of the kiln head is kept to the maximum extent, the waste heat power generation capacity of the kiln tail is not affected, and the energy consumption is reduced. And the waste heat of the cement kiln is recycled to the maximum extent. The process operation is simple and efficient, the influence of the sticking and blocking characteristics of filter residues obtained after water washing on a traditional drying device is effectively avoided, meanwhile, drying efficiency reduction and electric energy loss caused by back mixing of finished product ash are avoided, harmless treatment and ultra-clean emission of tail gas are further achieved, and environmental pollution is eradicated.
