(57) Disclosed in the present invention are a system and method for increasing the substitution rate of fossil fuels in the cement industry. The system is connected to a flue gas chamber at the back end of a rotary kiln, and comprises a vortex combustion device, a decomposition furnace and a fluidized bed gasification furnace, wherein a first alternative fuel is preliminarily combusted in a suspended state in the vortex combustion device; the decomposition furnace is connected to an outlet of the vortex combustion device and is used for receiving the first alternative fuel in the suspended state for continuous combustion; and the fluidized bed gasification furnace is connected to the decomposition furnace, a second alternative fuel is fluidized and gasified in the fluidized bed gasification furnace to generate combustible gas and carbon-containing fly ash, and the combustible gas and the carbon-con¬taining fly ash then enter the decomposition furnace and are mixed with the first alternative
