SOLUTION: A cement admixture of this invention includes a copolymer A including a constituent unit derived from the monomer (I) expressed by the general formula (1) and a constituent unit derived from the monomer (II) expressed by the general formula (2) and satisfies the condition (A) that a not-yet-surface covered ratio NA (30) is 65% or higher.Furthermore, the cement admixture includes the copolymer A including a constituent unit derived from the monomer (III) expressed by the general formula (3).
