(57) The subject of the application is a cement with a sulphate setting time regulator which is a substitute for calcium sulphate as a standard used in cement production technology, in particular of gypsum or anhydrite. This cement is characterized by the fact that besides the basic cement component in the form of clinker, especially Portland, it contains a binding time regulator in the form of: boiler waste dust from waste incineration, code 190115* according to the Regulation of the Minister of Environment of 09.12.2014, regarding the waste catalog (Journal of Laws of 2014, item 1923), i.e. dust from boilers containing dangerous substances, falling within group 19 (Waste from installations and devices used for waste management, from  sewage treatment plants and from treatment of drinking water and water to industrial purposes) and subgroup 1901 (waste from waste incineration plants, including waste pyrolysis plants), or, a mixture of boiler waste dust code 190115* with natural calcium sulphate in the form of gypsum or anhydrite, in which mixture the share of boiler waste dust with code 190115* is at least 1 %, preferably from 10 % to 30 %, wherein, use e waste dust code 190115* contain at least 20 % SO3 and at most 2 % preferably less than 1 % chlorine, and the proportions of the individual components are selected in such a way that the content of calcium sulphate based on the sulfur oxide (SO3) content in relation to cement weight did not exceed 4 %.
